Abstract: The new health structure law attaches an outstanding role to the sickness insurance funds as far as prevention and rehabilitation is concerned. It will be the physician's mission to fill the legal ideas with life in a co-operation with them. As long as welcome tax income can be collected by smoking and consumption of alcoholic drinks without any counter-measures being taken to reduce these dangers of addiction and to take care for a sound environment, also by reducing the traffic, the scheduled preventions are nothing but a political lip-service. Prevention and rehabilitation must be considered as a physician's primary mission, successful changes in behaviour only being obtained if individual imaginations concerning life are dealt with.
