The roles of national and state standards in implementing speaking, listening, and media literacy

Abstract: State and national language arts standards propose integration of oral and media communication into K-12 reading, language arts, and English curricula. This study used 29 state, the NCTE-IRA, and the NCA standards documents to explore this curricular shift. The results show that all 29 states plan to include speaking and listening in their comprehensive language arts curricula, and the majority of the states also include media literacy. About half of the documents reflect understanding of the constructs of ''speaking'' and ''listening'' mostly consistent with NCA definitions. Strong congruency for the term ''media literacy'' occurred in 25% of these documents. Recommendations for communication professionals in the implementation of comprehensive language arts K-12 focus on attitude change and in-service training.
